Climate and energy policy analysis and decision making: some reflections on working inside HM Treasury

Abstract:
From 2019 I’ve worked on climate and energy analysis as a civil servant inside HM Treasury (the UK’s economic and finance ministry). In particular as the head of analysis for the Treasury’s Net Zero Review (2020 and 2021), probably the most substantial public contribution to climate change analysis from the Treasury since the Stern Review. I will give some reflections on how the Treasury approaches climate and energy analysis and decision making and give some suggestions for how academics could increase the impact of their research on policy makers, particularly in a UK context.
Bio:
Paul Mathews joined SPRU as an Assistant Professor Energy and Climate Policy in January 2026. He previously worked as a civil servant on climate and energy analysis within HM Treasury and the Office for Budget Responsibility.
